NRSWA NEW ROADS
& STREET WORKS
NRSWA training, or New Roads Street Works training, is a legal requirement for anyone carrying out work on the highways in the UK including but not limited to traffic management (chapter 8) utility installation, excavation works and utility repair/installation. The Street Works Act, established in 1991, ultimately outlines the standards for working on roads and highways to ensure site safety.
Our NRSWA Street Works courses are broken down into a number of modules or units, each respective module or unit covers different aspects of streetworks, such as cable avoidance (Cat & Genny), Traffic Management (chapter 8 training), excavation and backfilling, tarmac, block paving and footways. Key areas covered include:
- Health and Safety: Understanding best practice for each respective unit to protect both those carrying out works and the public.
- Legal Requirements: Familiarity with the legal requirements under the New Roads & Street Works Act 1991.
- Traffic Management: Learning how to effectively and safely manage traffic flow by way of 2, 3 or 4 way traffic lights, including laying our signage effectively and pedestrian walkways.
- Work Site Setup: Proper setup of signs, barriers, and other equipment to ensure a safe working environment.
On completion of training delegates will be issued with certificates for each unit they’ve successfully achieved, Safeteam will also apply for the SWQR card on their behalf. The Street Works Qualifications Register (SWQR) is maintained in Glasgow, at the invitation of the Department for Transport. SWQR holds details of qualified Supervisors and Operatives who have gained the appropriate qualifications in relation to the New Roads and Street Works Act 1991 (NRSWA).
How to renew an SWQR Street Works card?
There are different levels of training, including a NRSWA Operative or NRSWA Supervisor foundation version for those that have never attended the course (or haven’t within a 5 year period) and a NRSW Reassessment version for those with expiring SWQR cards.
Successfully completing NRSWA training is crucial for compliance with legal requirements and for maintaining safety standards in street works. It also helps in reducing the risk of accidents and ensuring that roadworks are carried out efficiently and with minimal impact on the community.

Can I claim CITB grant on NRSW training?
Yes. CITB levy registered businesses can claim CITB grant for either the foundation or reassessment version of the courses, the amount of grant available depends on the units being undertaken. Simply speak to a member of the team for further information!
